How it works
For children whose needs can be effectively addressed in a small group, we fund enrolment in evidence-based reading programmes run by community partners. These deliver intensive phonics instruction at a lower per-student cost, letting our resources reach further.
This is a judgement about fit, not a cheaper substitute. Some children require one-to-one intensity to make progress, and for them we fund tutoring scholarships instead. The intake assessment determines which is appropriate.
Standards
Group programmes face the same evidence test as individual providers: structured, sequential, explicit instruction, progress monitoring on validated measures, and quarterly outcome reporting.
